School fee collection in Ethiopia is changing: EthioPay, telebirr, and the end of the receipt book

Ethiopia launched its National Digital Payments Strategy and the EthioPay instant payment system in December 2025. For schools still reconciling bank slips by hand, this is the year the ground moves. What changed, and what to do about it.

The short answer

Ethiopia launched its National Digital Payments Strategy 2026 to 2030 and the EthioPay instant payment system on 9 December 2025. EthioPay, built by national switch operator EthSwitch, provides interoperable person-to-person transfers, QR payments and bulk payments across banks and wallets, and has already passed one million transactions in a single day. For schools, the practical consequence is that families increasingly pay by transfer or wallet rather than cash, which moves the bottleneck from collecting money to verifying and reconciling it. That is a records problem rather than a cash-handling one.

Walk into most Ethiopian school offices during fee week and you will find the same scene. A queue, a receipt book, a cash box, and somebody with a stack of bank deposit slips trying to work out which of the four families named Abebe paid which invoice. That system worked for a long time. It is now the slowest part of the school.

What actually changed in December 2025

The National Bank of Ethiopia launched the National Digital Payments Strategy 2026 to 2030 together with the country's instant payment system on 9 December 2025. The system, EthioPay, is operated by EthSwitch, the national switch, and provides interoperable infrastructure for person-to-person transfers, QR payments, bulk payments and cross-border transactions.

The word doing the work in that sentence is interoperable. Before a national switch, a payment from one bank's app to another bank's account was a different kind of event from a payment within the same bank. Afterwards it is the same event. EthioPay has already recorded over a million transactions in a single day.

Alongside the switch, telebirr has continued to expand as a payment rail, including for school payments, and Ethiopia has scaled digital public infrastructure with nationwide mobile tax payments through it. Families are being trained by every other part of their life to pay from a phone.

The problem moves, it does not disappear

In a school of any size, that looks like this:

  • A parent transfers from an account in a relative's name, so the deposit does not match any family on file.
  • Two siblings are in different grades, one payment covers both, and the ledger has to split it.
  • A parent pays the right amount into the right account but for the wrong month, and nobody notices until a reminder goes out.
  • The school runs several collection accounts across different banks, and no single view shows what has actually been received.
  • A family produces a screenshot of a transfer that never settled.

None of these are payment problems. They are all record problems, and they end the same way: a parent who paid receives a reminder, or a parent who did not pay slips through. Both damage trust, and the first one damages it more.

Verification is the thing worth getting right

The step that consumes the most staff time in Ethiopian schools is not taking money. It is proving that money arrived. A bank slip is a photograph of a claim. Verifying it means someone opening a banking portal, finding the transaction, and matching it to a student and an invoice.

Whatever system a school uses, three things separate a fee office that runs from one that is permanently behind.

  1. 1Every payment is attached to a student and an invoice at the moment it is recorded, rather than reconciled later from a list.
  2. 2The receipt is generated automatically and can be checked by anyone holding it. A receipt that can be verified independently removes an entire category of dispute, including forged ones.
  3. 3Payment history is frozen and auditable. When a fee changes or an account is switched, historic payments must keep pointing at what they actually paid into. Rewriting history to match today's configuration is how ledgers stop being trustworthy.

Do not lose the SMS layer

There is a temptation, once payments move online, to move every notification online too. Resist it. Smartphone penetration in Ethiopia is around 15%, and about 6% among women. The parent most likely to miss a fee deadline is the least likely to be reading an app.

What works is a digital payment rail with an SMS notification layer on top. The invoice arrives by SMS, the confirmation arrives by SMS, and the receipt link is checkable by whoever holds it. That reaches nearly everybody, and it is considerably cheaper than a fee officer making phone calls.

A readiness checklist for a school finance office

Before next academic year

  • List every account fees can arrive in, whether bank accounts, wallets or cash, and confirm someone owns reconciliation for each
  • Make sure every invoice carries an identifier a parent can quote when transferring
  • Ensure receipts are issued for wallet and transfer payments, not only for cash at the window
  • Confirm you can answer "has this family paid?" for any student in under a minute
  • Check that historic payments still show the account and fee they were made against, even after changes
  • Confirm fee reminders go by SMS, not only through an app or portal
  • Establish who is allowed to record a payment, and whether the system records who did
  • Decide what happens when a parent produces a transfer screenshot that does not appear in the account

The strategy running to 2030 assumes this direction continues. Schools that get their fee records into shape now will find the transition uneventful. The ones that wait will do the same work later, under pressure, with a backlog behind them.
