HR for how Ethiopian schools actually employ

A school's staff list is never as simple as one person, one job. The chemistry teacher is also the lab coordinator; the director teaches two sections of maths; a guard works at two branches. Payroll systems built elsewhere force each of those into a separate fake employee, and then the payslips come out wrong.

Temari models it as it is: one person, one HR file per branch, as many positions as they actually hold. Positions drive access automatically: hiring someone as a teacher grants teacher access, and ending the position removes it, so the HR file and the system's permissions can never quietly disagree.

Positions drive access, so HR and permissions never drift

In most systems, HR and access control are two departments that slowly stop agreeing: the teacher who resigned in Tahsas still has a login in Tir. Temari welds them together. A person's positions (teacher, registrar, finance officer, storekeeper) are the HR truth, and the role-mapped positions grant and revoke system access automatically. Hire a teacher: teacher access exists. End the position: the access ends with it.

The weld runs both directions: granting a role from the admin side files the corresponding HR position, so however a person enters the system, the employee file and the permissions tell one story. Teacher pickers, homeroom assignment and payroll all read positions, so there is no second list to maintain.

Multi-role reality is native: one person holds as many positions as they truly do, each with its own terms, and works at multiple branches with a file per branch. The chemistry teacher who also coordinates the lab is one human with one login and two positions, instead of two ghost employees whose payslips have to be merged by hand.

Leave on the Ethiopian year, worked out by the system

Leave disputes are usually arithmetic disputes: how many working days is Meskerem 12 to 26, given the two Sundays and Meskel? Temari computes it. Leave types are provisioned per school from Labour Proclamation 1156/2019 defaults (annual leave accruing with service, sick, maternity, paternity, mourning) and the school adjusts its own policy from there.

The leave year is the Ethiopian year, and requested days are counted as working days with weekends and public holidays excluded automatically. The national holidays are computed rather than typed in: the fixed Ethiopian dates, the Orthodox movable feasts from the church calculus, and the Islamic feasts as clearly-labelled estimates the school confirms on moon-sighting. They are provisioned for the current year and the next without a clerk maintaining a list.

Requests flow through approval with balances visible to everyone: the employee sees their remaining days in self-service, the approver sees the team's calendar, and approved leave overlays the attendance register so nobody on leave is ever marked absent.

Payroll that computes by law and freezes by principle

Ethiopian payroll is exact law: progressive income tax per Proclamation 1395/2025, pension at 7% employee and 11% employer, allowances with their own tax treatments, deductions and loans. Temari computes a run from the positions, salaries and the month's records, and shows the full breakdown, per person and per line, for review before anyone approves.

Approval freezes the run permanently: every payslip's complete breakdown is written in stone at the moment it was paid. A salary revision next month changes next month; it cannot silently rewrite what last Meskerem's payslip says, which is precisely what an auditor, or a wage dispute, needs the record to have.

Staff self-service closes the loop: every employee sees their own payslips (QR-verified documents like every official paper), their leave balance and their attendance, without visiting the finance office. Finance gets the reports, and the queue outside the finance door disappears.

Common questions

Is Ethiopian income tax computed correctly?

Yes. The progressive brackets of Proclamation 1395/2025 and the 7% employee / 11% employer pension are built in and computed per run. No spreadsheet of tax bands to maintain.

How is annual leave counted?

Per Labour Proclamation 1156/2019: entitlements accrue with service, the leave year is the Ethiopian year, and requested days are counted as working days, with weekends and public holidays excluded automatically.

Can one person hold several jobs, or work at two branches?

Yes, that is the normal case. One person can hold multiple positions at a branch and files at several branches, each with its own terms, and their access follows their positions automatically.

Can a payslip be changed after payroll is approved?

No. An approved run freezes each payslip's full breakdown, and later changes to salaries or allowances affect future runs only. History stays exactly as it was paid.

How are public holidays handled in leave and attendance?

They are computed: fixed Ethiopian dates exactly, Orthodox movable feasts from the church calculus, Islamic feasts as labelled estimates the school confirms. They overlay both the leave count and the attendance register automatically.

Do teachers see their own payslips and leave balance?

Yes, in self-service: their payslips as QR-verified documents, their remaining leave days, and their own attendance record, without queueing at the finance office.

What happens to system access when someone leaves?

Ending their positions revokes the matching access automatically, and the HR file deactivates when the last active role at the branch ends. The record stays for history; the login stops working.
