Why so many presidents were acting
The Ministry says that over the past two years presidents were assigned in an acting capacity so that no university was left without someone in charge. That kept the offices staffed while the rules for filling them properly were still being written. Now that the directive is approved, the acting arrangement is what the competition is meant to end.
Who runs the competition
Responsibility for carrying out the competition sits with each university's governing board. The Ministry of Education keeps the follow-up and support role rather than running the process itself. The Ministry says the boards agreed to enter the process from Hamle 15, 2018 E.C. (22 July 2026), and that most of them have already begun.
The circular and the Ministry's summary of it were published by Tikvah University on 17 August 2026. The directive itself has not been posted, so how candidates apply and how a board scores them are still to be seen.
