The two columns answer different questions. A pass rate says how a region's candidates fared. A count says how many young people are holding a pass certificate, and that depends as much on how many sat as on how well they did. Oromia entered by far the largest cohort, so it passed the most students while ranking seventh on rate. Harari passed the second-highest share of its candidates and 599 of them in total.
Schools that passed nobody, and schools that passed everybody
565 schools sent candidates and got no passes back, which is down from 1,232 the year before. Oromia holds 156 of them, Amhara 98 and South Ethiopia 86. Addis Ababa has one. The Minister said around 4,500 students passed on the computer-based examination from schools that had previously passed nobody at all.
At the other end, 88 schools passed every candidate they entered, up from 62 last year. Oromia has 37 and Addis Ababa 24, and between them those two hold 61 of the 88.
The five years since the exam moved into universities

This year's 12.8 percent is the highest of the five years since candidates started sitting the examination inside universities. The rate fell in the second year and has risen in each year since. The national totals, the two streams and the computer against paper comparison are in 70,544 students passed the 2018 E.C. Grade 12 national exam, and the four highest individual results are in the highest Grade 12 scores of 2018 E.C..
